  • Material type and risk category: Asbestos-containing materials (ACMs) are classified as non-licensed, notifiable non-licensed (NNLW) or licensed. Licensed work — required for high-risk materials like AIB and pipe lagging — must be carried out by a contractor licensed by the Health and Safety Executive (HSE) and is significantly more expensive due to enclosure, RPE and disposal requirements.

Licensed vs Non-Licensed Asbestos Removal

The Control of Asbestos Regulations 2012 divides removal work into three categories. Non-licensed work covers low-risk materials such as asbestos-cement sheets, textured coatings (artex) and floor tiles in good condition — these can be removed by any competent contractor following safe working procedures, including appropriate RPE (respiratory protective equipment) and correct waste disposal.

Licensed work is required for high-risk materials including any AIB in significant quantities, pipe lagging, loose-fill insulation and sprayed coatings. Artex ceilings deserve a specific note: not all artex contains asbestos.
