Factors That Affect Asbestos Removal Costs
- Material type and risk category: Asbestos-containing materials (ACMs) are classified as non-licensed, notifiable non-licensed (NNLW) or licensed. Licensed work — required for high-risk materials like AIB and pipe lagging — must be carried out by a contractor licensed by the Health and Safety Executive (HSE) and is significantly more expensive due to enclosure, RPE and disposal requirements.
- Volume and area: Costs scale with m² for coatings and floor tiles. A small kitchen ceiling costs far less than treating all ceilings in a 1970s bungalow.
- Accessibility: Roof sheets on a high or complex structure cost more to remove safely than ground-level work. Confined spaces also increase labour time.
- Disposal fees: All asbestos waste must go to a licensed hazardous waste facility. Disposal is costed per bag or per tonne and is a significant part of the total — typically £150-£400 for a domestic job.
- Encapsulation vs removal: For some low-risk ACMs in good condition, encapsulation (sealing rather than removing) is a cheaper option at £5-£10/m². However, it does not remove the material from the building and must be managed ongoing.
- Location: Contractors in London and the South East charge 15-25% more due to higher overheads and disposal costs.
Licensed vs Non-Licensed Asbestos Removal
The Control of Asbestos Regulations 2012 divides removal work into three categories. Non-licensed work covers low-risk materials such as asbestos-cement sheets, textured coatings (artex) and floor tiles in good condition — these can be removed by any competent contractor following safe working procedures, including appropriate RPE (respiratory protective equipment) and correct waste disposal.
Notifiable non-licensed work (NNLW) applies to materials such as asbestos-cement in poor condition or AIB with low fibre release. Contractors must notify the relevant enforcing authority before starting and keep medical records for workers.
Licensed work is required for high-risk materials including any AIB in significant quantities, pipe lagging, loose-fill insulation and sprayed coatings. Only HSE-licensed contractors may carry out this work, and each job requires advance notification to the HSE. Always ask for an HSE licence number before instructing any contractor for removal of these materials.
Artex ceilings deserve a specific note: not all artex contains asbestos. Artex applied before 1984 is most likely to contain chrysotile fibres; post-1984 artex is usually asbestos-free, but testing is the only way to confirm. A lab test from a sampled chip costs £25-£50 and can save you the expense of unnecessary licensed removal.
Pitfall: Disturbing Asbestos Without a Survey
Starting any refurbishment work — drilling, cutting, sanding or stripping — on a pre-2000 building without an asbestos survey is a legal and health risk. Disturbing asbestos fibres can cause mesothelioma, a fatal cancer. Under the Control of Asbestos Regulations 2012, duty holders must manage asbestos risk. Always commission a survey before work begins, not after a problem is discovered.
